Ryan P. Morrison has specialized in False Claims Act litigation for more than thirteen years, representing whistleblowers almost exclusively since joining Greene LLP.
Morrison played a key role in in U.S. ex rel. Bawduniak v. Biogen Idec, Inc., from pre-filing work in 2012 until the case was settled in 2022 for $900 million without government intervention. The settlement of that case, days before trial, was the culmination of thousands of hours of work by Morrison and other attorneys. Its end result for Greene LLP’s client – $264 million in relator share awards under federal and state False Claims Act statutes – was in part due to the 29.63% relator share assigned by the federal government, a clear recognition of the quality of the firm’s work.
Few attorneys have had as much experience as Morrison in litigating False Claims Act cases like Biogen that were “declined” by the government. Nonetheless, the government has intervened in nearly 85% of the cases that were prepared by Morrison. Overall, he has led efforts or played a key role in a large variety of successful cases, involving Small Business Administration fraud, “cost-plus” government contracting fraud, off-label promotion of pharmaceuticals, Medicare and Medicaid fraud, fraud on the federal worker’s compensation program administered by the Department of Labor, and violations of the Anti-Kickback Statute.
Of particular interest to Morrison are “reverse” false claims cases involving fraudulent avoidance of customs duties. Morrison prepared one of the first False Claims Act cases predicated on fraudulent reporting of cost of goods to Customs in 2012, and has since represented whistleblowers in several other customs cases that also involved false duty rate, false country of origin marking, and anti-dumping duty issues. Morrison is also frequently involved in Greene LLP’s efforts pursuing False Claims Act retaliation claims, both in conjunction with qui tam claims or as a standalone employment claim.
Morrison has been named to the Super Lawyers “Rising Stars” list in every year from 2016 through 2022. He is a graduate of Boston College Law School, where he was an assistant to Daniel Coquillette, Reporter to the Committee on Rules of Practice and Procedure for the Judicial Conference of the United States. Morrison also completed undergraduate and graduate studies in English, history and linguistics at Loyola University Chicago and Boston College.
